Failing 2x at N=3 means you go to 2. However, he recommends only going down to 2 if you are a true beginner, and I've seen recommendations that you should drop no more than 2 levels below your max attained level unless you are coming off of an extended break. Not sure if those recommendations are in the video I linked or not (there are several different versions that he has filmed), but I will probably follow the Max N-2 lower limit suggestion as I progress.
