Default EOM1, formula provided by the SOA gives #value error

For the sheet "2006 Budget Valuation Detail"

The formulas of the form:

=ROUND(SUM(IF($E$4:$E$76="Yes",IF($F$4:$F$76="Shor t",$L$4:$L$76*Contingency))),-2)

When I press enter, it gives #value error. Even if I change "Contingency" to an actual number.

What should I do? I don't understand why the formula they provided is giving me an error. I am using Excel 2016 if that matters.

Never mind, I got it. It's an array formula, I have to press ctrl+shift+enter...
